Types of foreign trade subsidies
The City Council has a wide range of subsidies ranging from social actions to trade, including youth policies. But the most important section, which represents about 80 % of the total subsidies, is the one destined to district and city activities.
The projects that are the subject of the grant must have as a framework the objectives of the Directorate of Community Action Services, reflected in the Municipal Community Action Plan 2018-2022, in accordance with the objectives and purposes set out in the call for proposals:

Difference between taxes and subsidies

What are foreign trade subsidies?
Once the general framework of budgetary balance has been defined and, in particular, a spending ceiling has been established for the State -which prevents it from spending more and forces it to spend better-, it is necessary to go down to the microeconomic sphere in order to transfer the guiding principles of the Budgetary Stability Law to the different components of the budget.
As an essential element of closure of this process, the law establishes a monitoring system through the control and evaluation of objectives, which should allow those subsidy lines that do not reach the desired level of achievement of objectives or that are appropriate to the level of resources invested to be modified or replaced by others that are more effective and efficient, or, as the case may be, eliminated.
Improving the management and monitoring of subsidies, correcting regulatory shortcomings and controlling fraudulent conduct that may occur in this area are essential to achieve effective and efficient allocations from this type of expenditure and to make the growing importance of subsidy policies compatible with the current orientation of budgetary policy.
