It consists of the payment of 2 SMMLV divided into three monthly installments, the payment of social security (health and pensions) on one (1) SMMLV and the payment of monetary quota for 3 months under the terms of Law 1636 of 2013 and Decree 770 of June 3, 2020.
That, likewise, the second paragraph of the aforementioned article provided that “each active subject shall issue the administrative act in which it determines the total percentage and the conditions to apply the advance or first payment of the respective special contribution, which shall be set at a maximum amount of sixty percent (60%) of the amount liquidated as special contribution, corresponding to the previous fiscal year and which has become final”.
ARTICLE 4. APPLICATION OF THE ADVANCE PAYMENT OF THE SPECIAL CONTRIBUTION. The amount paid as an advance or first payment referred to in this resolution shall be discounted from the value of the liquidation of the special contribution in each period.
Drinking Water and Basic Sanitation Regulatory Commission (cra)
Whereby the draft resolution “whereby Annex 3 of Resolution CRA 151 of 2001 is modified” is presented and the process of direct discussion with the users and agents of the sector is initiated.
That the Constitutional Court, in Ruling C-150 of 2003, defined four guiding criteria for citizen participation before the Regulatory Commissions; namely: (i) That the citizens receive the corresponding information on the projected content of the future regulation in a timely manner; (ii) That they may submit proposals; (iii) That the proposals they submit be considered by the competent Regulatory Commission in each case, and (iv) That the Commission respond with a reasoned response to the proposals made in relation to the regulation that, due to its special importance, aroused the interest of the users;
That according to numeral 133.26 of article 133 of Law 142 of 1994, when a Commission has rendered a prior opinion on a contract of uniform conditions, or on its modifications, the judge who studies it, must give that opinion the value of a firm, precise and duly founded expert evidence;

Description: The CRA’s fundamental purpose is to regulate monopolies, promote competition, promote the sustainability of the Potable Water and Basic Sanitation sector, avoiding abuses of dominant position, guaranteeing the provision of quality services, with reasonable tariffs and broad coverage.

Establish, in general terms, in what events it is necessary that the execution of works, installations and operation of equipment for the provision of water, sewage and sanitation services be subject to technical standards and adopt the necessary measures to apply the technical standards on drinking water quality established by the Ministry of Health, in such a way as to strengthen the mechanisms for the control of drinking water quality by the competent entities.
