The study has been carried out on the basis of national and EU legislative sources in force and in preparation, documents made available to us by organizations representing frontier workers at the local level, and existing literature on the subject. From the outset, the analysis of petitions to the European Parliament, of parliamentary written questions to the Council and the European Commission and of the case law of the Court of Justice in this field has shown its great importance for the identification of obstacles to cross-border mobility.
What distinguishes the frontier worker from the classic migrant is the fact of residing in one State and working in another. The migrant completely leaves his country of origin, with or without his family, to reside and work in a country other than his own. The cross-border worker, on the other hand, has a dual national connection, depending on his place of residence and place of work.
The usual lunch hour is from 13.30 to 15.30, and dinner from 21.00 to 23.00, considerably later than in the rest of Europe. It is frequent to dine out with friends, especially on weekends.

In maritime transport, passenger traffic is scarce. The relations between both sides of the Strait of Gibraltar (Algeciras-Ceuta) and between the islands or between these and the Peninsula have certain importance, mainly in the tourist months.
As in the economy of all European countries, it recently suffered a strong recession and, from here, the gross domestic product returned to grow again; factors such as the drop in oil prices, the improvement of financing conditions and the depreciation of the euro, as well as the growth forecast for the Eurozone, have contributed to this.
General State Budget 2022
On the other hand, in tax matters, paragraph 7 of Article 134 of the Constitution provides that the Budget Law may not create taxes, although it may modify them when a substantive tax law so provides.
Matters which fall outside these provisions are matters outside the scope of the General State Budget Law. In this way, the content of the Law is constitutionally limited – unlike what happens with other Laws, whose content is, in principle, unlimited – within the scope of the State’s competence and with the exclusions inherent to the matter reserved to an Organic Law.
The activation of the safeguard clause advised by the European Commission in March 2020 and the consequent temporary suspension of the fiscal rules of the Stability and Growth Pact provided the necessary budgetary flexibility to face the effort to overcome the adverse effects of the crisis.
In its Communication to the Council of March 3, 2021, the Commission considered that the conditions for maintaining the general safeguard clause in force in 2022 are currently met, forecasting its deactivation in 2023, without prejudice to the overall assessment of the state of the economy based on quantitative criteria.
