Jeff Ray, spokesman for the Idaho Department of Corrections, mentioned that inmates intentionally exploited a vulnerability within the tablet to improperly increase their JPay account balances. Given this, 364 inmates were awarded an average of $1,000 in credits, although there were some who increased their balances by $10,000.

The Department of Corrections has issued disciplinary reports to inmates allegedly involved in this, meaning they would be in a position to lose privileges, and could even face reclassifications in terms of their security risk levels.

However, sending a message through their service is not as simple as opening your email account, due to the fact that you are communicating with someone serving a sentence.

To send a message, you will need to log into your account and purchase some JPay stamps. These work like virtual postage stamps, and each stamp allows you to write a message consisting of up to 6000 characters. Longer messages will require another stamp for each additional 6000 characters, and attaching a 30-second image or VideoGram also costs a single stamp per attachment.

In most jails, an inmate will receive messages within 24 to 48 hours of sending them. It takes longer because many inmates do not have Internet access and all messages sent via JPay must be reviewed according to the same rules and restrictions imposed on the traditional mail they receive. They are also delivered according to a schedule set by the facility, so it’s not as easy as having a pop-up notification on your phone.

You can send cash by mail

Most inmates rely on money from family and friends. If you want to send money to a prison inmate in Georgia, you have a few options. You can send cash in cash, but you can send a money order, make a payment online or over the phone with JPay, or transfer money through MoneyGram. You can also pay fees, restitution and fines on behalf of a Georgia Department of Corrections offender on probation or parole.

A printable voucher appears on the screen with the inmate’s name and documents and GDC ID. Print the voucher and send it with a money order payable to the Georgia Department of Corrections at 300 Patrol Road, Forsyth, Georgia 31029.

Another way to make GDC payments is through MoneyGram. Simply visit a MoneyGram location and bring a valid photo ID, such as a driver’s license and apogee. MoneyGram locations include Walmart and CVS stores.

About 60,000 JP4 tablets (JP5mini’s predecessor dating back to 2010) are in use in 11 states across the country. JPay says that, so far, the new JP5mini has been adopted by correctional facilities in Idaho and New Jersey.

To communicate with inmates, people on the outside can access JPay’s web platform or get the free JPay app for iPhone or Android. To send a post or video, inmates and people on the outside must purchase stamps for 40 cents at a time.

JPay allows prisons to set their own guidelines for filtering messages. Currently, Schulz’s prison has about 8,000 words flagged as “escape,” gang names and other terms.

Schulz estimates that at his facility 75% of the inmates have adopted JP4. And that they are excited about the new JP5mini. “Whenever something new comes out they want to have it, especially inmates serving life sentences. They like to have the latest thing, it’s very similar to the way society works.”
