Although the documentary research will consider the federal level in terms of legislation -since it permeates from there to the state and municipal levels-, it will focus on the state of Jalisco, and specifically on the AMG, due to the magnitude and relevance of this geographic area for the western region of the country.
The importance of plans and programs becomes relevant, since they become the instruments that establish the mechanisms to carry out actions in favor of the environment, from the implementation of the projects, the tools and technologies that will be used to measure, evaluate and give due follow-up for a period of time. At the metropolitan and municipal level, 12 plans and programs were found that have some relation to environmental and air quality issues. Among the various programs and plans that were found, we can mention the Partial Urban Development Plans of each municipality, even plans at the metropolitan level, instruments that talk about strategies and actions to mitigate the impact and degradation of the environment, as well as plans in case of environmental contingency:

Mental illnesses that prevent from working
For each component, there are two rates, standard and enhanced. You will be evaluated on a point system to decide which rate you qualify for. To qualify for the standard rate, you need eight points, and for the enhanced rate you need 12 points.

El estudio que aquí se presenta tuvo como objetivo identificar los factores que influyen en el desarrollo de la gobernanza, para la implementación del Sistema Integrado de Transporte (SIT) con enfoque de movilidad urbana sostenible (MUS) en Arequipa, la principal ciudad dinamizadora del sur del Perú. Los estudios del SIT se iniciaron hace 19 años, y en 2010 comenzó la construcción de la infraestructura y la licitación de rutas. Actualmente, se están superando varios obstáculos de cara a la implementación del SIT tras la firma del Pacto por la Movilidad en Arequipa. Para esta investigación cualitativa y estudio de caso, se han analizado las opiniones de los diferentes actores representativos, entre ellos los usuarios del transporte. La conclusión del estudio propone (como acto de gobernanza), fortalecer el liderazgo del alcalde de la ciudad, apoyado en una institucionalidad fuerte y validada en un pacto con los actores institucionales, sociales y empresariales involucrados. Además, el gobierno nacional debería promulgar políticas y normas para fomentar las iniciativas locales, de modo que se garantice la financiación junto con los tres niveles de gobierno. La gobernanza también requiere explorar las condiciones culturales para la potenciación de la TIE, identificada como una categoría emergente.
